Jan Paul Acton, Former CBO Division Chief, Joins Charles River Associates

Former CBO Assistant Director Adds to Firm’s Expertise in Litigation and Regulation

BOSTON, April 12, 1999 — Charles River Associates Incorporated (Nasdaq: CRAI), a leading provider of sophisticated economic, financial, and business consulting services, today announced the appointment of Jan Paul Acton as a vice president in the firm’s Washington, DC, office.

Dr. Acton comes to CRA from the Congressional Budget Office (CBO), where he served since 1991 as assistant director in charge of the Natural Resources and Commerce Division, the branch responsible for issues in energy, environment, telecommunications, agriculture, international trade, financial institutions, and science policy. Prior to the CBO, he was a senior economist at RAND Corporation for 21 years.

"Jan Acton brings a wealth of experience and knowledge to a number of CRA’s established practice areas, including energy and environmental economics, industrial organization and deregulation, health economics, and finance," said James C. "He is a highly skilled economic analyst whose extensive experience in legislative and regulatory proceedings will be of enormous value to CRA clients. We expect Jan will contribute immediately to our legal and regulatory work, particularly in the energy and utilities industries and the environmental sector."

As a division chief at the CBO, Dr. Acton participated in analysis of the Superfund program, mining law reform, and thrift failures, among other projects. He also presented testimony on behalf of the CBO to congressional committees on a number of issues, including automated teller machine surcharging, trade legislation, and oil reserve policy, as well as on several environmental policy issues. He has given expert testimony in the United States and Canada on electricity and gas pricing issues.

Dr. Acton received his Ph.D. in economics from Harvard University.
